Target Audience

All duty holders in construction industry inclusive of clients, designers, contractors, consultants and enforcers. The training will focus on the Duty and Responsibility of the Consultants / Designers.


In 2017, the fatality rate of the construction industry is 14.6 per 100,000 workers. When the Department of Occupational Safety and Health Malaysia (DOSH) published the Guidelines on Occupational Safety and Health in Construction Industry (Management) or OSHCIM Guidelines in 2017, Malaysia has set a very challenging target to make the recommendation mandatory. OSHCIM Guidelines is the Malaysia’s version of Approved Code of Practice for Construction Design and Management (CDM) Regulations of UK.

DOSH is developing regulations that mirrors CDM regulations, which effectively will make the recommendations of OSHCIM mandatory, whilst at the same time replace the Factories and Machinery (Building Operations and Works of Engineering Construction (Safety) Regulation.

The course will provide the Consultants / Designers with the understanding, knowledge and awareness of the OSHCIM concept that is based on prevention through design (PtD) principles, what the duty holders need to do and how they are involved in management of risk of a construction project. This course is important to the Consultants / Designers as the duty holders to prepare themselves towards the implementation of OSHCIM to reduce accidents in construction industry.


At the end of the programme, participants will be able to

  • Learn & understand the Risk Management Principles in OSHCIM.
  • Learn & understand the Design Risk Management in a construction project as outlined by OSHCIM.
  • Learn & understand the methodology in Design Risk Management that is based on Design Reviews Rules (RULE-1, RULE-2 and RULE-3).
  • Understand types of design reviews to be performed and the design considerations to be taken into account.
  • Gain a hands-on experience in conducting the design reviews and how and where to record them (OSHCIM documentation).

Registration is on a first-come, first-served basis and will close upon reaching the maximum number. Registration fee must be submitted together with the registration form. Payment by crossed cheque is to be issued to ‘The Association of Consulting Engineers Malaysia.’.

Fee will not be refunded for any cancellation. However, substitution of participants can be arranged by informing the ACEM secretariat one week before the course commences.
